Citizen centric administration means placing citizen at centre of modern public administration. This can be achieved by addressing the concerns of citizens i.e. efficiency, transparency, stability and continuity in the governance systems. Citizen centric refers to an approach or model of governance, services or policies that prioritizes the needs, interest and perspectives of citizens. In a citizen centric approach, the goal is to understand and address the preferences and expectation of public in order to deliver more effective, efficient and responsive services.

The second (2nd) ARC i.e. Administrative Reforms Commission's 12th report dealt with Citizen centric administration. 2nd Administrative Reforms Commission's chairperson was Veerappa Moily.
